I. The Xinjiang Shanshan High-Tech Industrial Park (Shanshan Industrial Park) is located in Huocheng Town, Shanshan County, Turpan City. It covers a total planned area of 64.72 square kilometers. Its planned functions and development goals are to focus on industries such as energy transportation and logistics trade, petroleum and natural gas chemicals, non-ferrous metal manufacturing, and equipment manufacturing, while also serving as a area for residential use and providing public services. In July 2016, the Environmental Protection Department of the autonomous region issued the \"Opinions on the Review of the Environmental Impact Assessment Report for the Overall Plan (2015–2030) of the Xinjiang Shanshan High-Tech Industrial Park (Shanshan Industrial Park)\\" (Xin Huan Han [2016] No. 1006). The 400,000 tons per year coal tar hydrogenation and related facilities of Xinjiang Meihuitai Petrochemical Products Co., Ltd. are located within the petrochemical industrial park of the Shanshan High-Tech Industrial Park (Shanshan Industrial Park) in Xinjiang. Using coal tar as raw material, this facility employs technologies such as selective hydrogenation, hydrogenation refining, and catalytic reforming to produce products including diesel, gasoline, benzene, light aromatics, and residual oil. 400,000 tons of coal tar are processed annually, producing 400,000 tons per year of oil products and chemicals. The project will be constructed in two phases. The main construction tasks in Phase 1 include building a new coal tar hydrogenation unit (including a 200,000-ton/year coal tar pretreatment unit and a 400,000-ton/year coal tar hydrogenation and refining unit), a natural gas-to-hydrogen plant with a capacity of 25,000 cubic meters per hour, and a sulfur recovery unit (comprising a 55-ton/hour acidic water stripping unit, a 40-ton/hour solvent regeneration unit, and a 15,000-ton/year sulfur recovery unit). Additionally, utility systems such as a new desalinated water system, an expanded circulating water system, and an expanded air and nitrogen supply system will be installed. Environmental protection measures include the construction of new accident ponds and flares, as well as the expansion of the existing on-site wastewater treatment plant (with a total biochemical treatment capacity of 160 cubic meters per hour) ; In the second phase, a 200,000-ton/year aromatic production unit and 12 storage tanks will be built. Facilities such as the project’s heating and water supply systems, power supply, storage and transportation systems, and temporary storage for hazardous waste rely on the existing infrastructure in the factory area. The project covers an area of 28,821 square meters, with a total investment of 1,162,090,000 yuan. Of this amount, 72,335,000 yuan is invested in environmental protection measures, accounting for 6.22% of the total investment. Based on the evaluation conclusions contained in the \"Environmental Impact Assessment Report for the 400,000 tons per year coal tar hydrogenation project and related facilities of Xinjiang Meihuitai Petrochemical Products Co., Ltd.\" prepared by Zhongnan Safety and Environmental Technology Research Institute Co., Ltd. (hereinafter referred to as the \"Report\"), the technical assessment opinions on the Report provided by the Autonomous Region Environmental Engineering Assessment Center (Xin Huan Ping Gu [2017] No. 360), the emission control approval report issued by the Autonomous Region Emission Rights Trading Reserve Center (Xin Huan Pai Quan Shen [2018] No. 2), and the preliminary review opinions on the Report issued by the Turpan City Environmental Protection Bureau (Tu Shi Huan Fa [2018] No. 6), our department agrees, from an environmental protection perspective, that this project should be constructed at the locations, in accordance with the nature, scale, processes to be used, and environmental protection measures specified in the Report.
