The core technology utilizes the high-temperature solution polymerization method independently developed by the Research Institute of Chemical Industry of China. This technology was evaluated and certified in August 2025; overall, it has reached an internationally advanced level. It enables flexible switching between the production of C4 and C8 products within the same production facility. Tendering Status (as of June 7, 2026): Preliminary approval and technical preparation: Completion of feasibility study review and initiation of the process package and basic design work in January 2026 ; In March, the process package passed expert review, and the core technology was officially finalized ; From April to May, the procurement processes for various specialized services were completed one after another, including environmental impact assessment, energy assessment, water resources evaluation, geological surveying, and tender agency services. EPC tender: A preliminary notice regarding the tender plan was issued on May 8, 2026; the actual tender process is expected to commence in early June ; On June 1, the EPC tender announcement was officially released online (Tender Number: ZCZB2026-GC-011). The scope of the tender includes detailed engineering design, procurement of equipment and materials, construction and installation, commissioning tests, performance evaluation, and maintenance services. The estimated control price for the project tender is around 600 million yuan, and the construction site is located in the Yulin Yuheng Industrial Park. III. Construction Progress (as of June 7, 2026) The project is currently in the final preparation phase prior to commencement. In terms of design, the construction drawing design has been completed by Donghua Engineering Technology Co., Ltd. Regarding site preparations, the detailed construction plan will be refined after the EPC general contractor is determined. Currently, site leveling and preparation of temporary facilities are underway. According to the plan, the EPC bidding for the project will be completed in June 2026, construction is scheduled to begin in July, with the goal of achieving mechanical completion and starting trial operations in the third quarter of 2027. Significance of the Project Construction: Breaking through “bottleneck” technologies: As the first domestic industrial facility for C8-POE that utilizes independently developed and controllable technologies, this project will break the technological and market monopoly held by foreign enterprises in the high-end POE sector, thereby filling a gap in domestic production capacity. Supporting the development of strategic industries: C8-POE is a key material for photovoltaic encapsulation films and the lightweighting of vehicles. The implementation of this project will help reduce the reliance of the new energy and high-end manufacturing industries on imports, thereby enhancing the security of their supply chains. Promoting regional industrial upgrading: The implementation of this project in Yulin will effectively facilitate the expansion of the local industrial chain that spans from coal to olefins, POE, and high-end products, thereby helping the energy and chemical industry in northern Shaanxi to transition from traditional fuels to high-end new materials.
