Recently, the **Development and Reform Commission issued a notice regarding the implementation of the \"Petroleum and Chemical Industry Planning and Layout Plan,\" requiring local authorities to carry out the implementation of this plan as well as related documents, in line with documents such as the \"List of Investment Projects Approved by the State Council (2014 Edition)\\" issued by the State Council. Among them, the new coal-to-olefins via methanol upgrading demonstration project refers to a project that uses coal as a raw material to produce olefins through methanol. The annual production capacity of single-series methanol-to-olefins plants is 500,000 tons or more; their overall energy efficiency is above 44%, the coal consumption per ton of olefins is less than 4 tons, the fresh water required per ton of coal converted is less than 3 tons, wastewater discharge is nearly zero, and solid waste is recycled. The notice states that pre-approval procedures should be streamlined, and all relevant departments and local authorities **must not use matters related to a company’s operational autonomy as prerequisites for approving its investment projects. After the cleaning, verification, and amendment processes are completed, only site selection planning, preliminary land use review (preliminary marine use review), and environmental impact assessment (marine environmental impact assessment) for major projects remain as prerequisites for project approval; other approval procedures are handled through parallel processing. To strengthen project notifications, it was also pointed out that there is a severe shortage in China of mid-to-high-end petrochemical products such as ethylene and p-xylene, offering significant market potential. Amid the current strong downward pressure on the economy, ensuring the implementation of the Plan is not only conducive to promoting the transformation and upgrading of the petrochemical industry as well as the development of related industries, but it also plays an important role in stimulating social investment and stabilizing economic growth. All relevant parties should work together actively, strengthen safety supervision, and accelerate the construction of the petrochemical bases and major projects outlined in the Plan.
