It won’t happen. This is probably just an excuse from the design institute. Usually, once the geological survey report is ready and the owner’s requirements are known, along with information from other relevant fields such as the size of the tanks or the type of equipment required, it becomes possible to prepare the basic design drawings

It is necessary for the design institute to verify the pile foundation test reports to check whether they meet the design requirements of the foundation plans; if not, remedial measures should be proposed (such as adding piles, enlarging the foundation, or reinforcing it). However, after the pile foundation drawings are submitted, the foundation drawings should be submitted sequentially.

Foundation treatment encompasses a broader range of methods than pile foundations; it includes deep dynamic compaction in holes, replacement cushioning methods, dynamic compaction, sand and gravel pile methods, vibration compaction, cement-soil mixing methods, high-pressure jet grouting, preloading, compacted cement-soil pile methods, cement-fly ash gravel pile methods, lime pile methods, lime-soil compaction pile methods and soil compaction pile methods, column hammer ramming piles, single-fluid silicification methods, and alkali solution methods, among others. Pile foundations are just a few of the many methods available for foundation treatment.
As for the order, it may or may not be there, depending on the design requirements.
Some mechanical equipment (such as high-power pumps, compressors, etc.) or custom-designed equipment that requires further work in the factory (such as hydrogenation reactors, industrial furnaces) need investment from the factory before design work can begin. And some standardized equipment, or non-standard equipment whose load can be calculated through design, or equipment whose design allows for the use of data – thanks to the availability of such data and parameters, it is possible to carry out the design without having to place an order...
If the design institute can confirm the equipment weight, there is no need to change the equipment dimensions after placing the order. If it cannot be confirmed, it must be returned under the original conditions. For example, towers – the designs developed by different manufacturers vary in terms of diameter and height.
