How to conduct HAZOP analysis for technical improvement projects

I would like to ask whether, after the process package design is completed for a technical improvement project, the HAZOP analysis is conducted only on the part that involves the technical modifications, or is it necessary to perform a HAZOP analysis on the entire process?
