Stress testing Leak testing

Generally, container equipment must undergo pressure testing and leak testing before it can be used. I have two questions regarding this: 1. What is the difference between the two? 2. If stored at atmospheric pressure, is a pressure test not required? At what level of pressure is this need present?
Except for vessels at normal pressure, all vessels must undergo pressure tests. Leak tests are required depending on the design specifications; or when the medium is extremely hazardous or highly hazardous and even trace leaks are not permitted. This is specified in the vessel regulations – on page 28 of HG/T20580–20585 – it states that explosive media also require leak tests, yet this is often not mentioned during the design phase, as per the vessel regulations
There should be a detailed description in the regulations; atmospheric pressure vessels do not require pressure tests or leakage tests
