Safety speed for lifting of internal floating roof

Dear experts, may I ask what the specified speed for the safe lifting and lowering of the attached disk is?
Normally, there are no precise requirements regarding the speed at which the floating disc rises and falls! There are requirements for the flow rate in the inlet and outlet pipelines!
When the floating disc is in a floating state, the liquid flow velocity inside the pipe does not exceed 2 m/s
When the floating disc is in a floating state, the liquid flow velocity in the oil inlet pipe shall not exceed 1 m/s
According to CNPC’s specifications for tank operation, the rate of rise or fall of the liquid level should not exceed 0.6 m/h; however, this is difficult to achieve in smaller tanks, and a rate of 1 m/h is generally maintained.
