Classification of atmospheric pressure storage tanks with steam heaters

I am designing a vertical, atmospheric-pressure storage tank, and a U-tube steam heater with a heat exchange area of 20 square meters extends into the lower part of the tank. Does this mean that the entire tank needs to be classified? Thank you!
If the conditions are met, it should be classified as one category; it’s sufficient to fulfill the requirements of Sections 3.1 and 4.1 of the solid capacity regulations. This is just my personal opinion – feel free to discuss it^ω^
As long as the requirements of Solid Content Regulations 3.1 and 4.1 are met, it should be classified as Category I.
In my opinion, in accordance with the Solid Content Regulations, the entire equipment should be classified based on higher requirements, while manufacturing should still proceed according to individual conditions.

The U-tube steam heater can be designed separately for blueprint preparation and inspection, while the storage tank can be designed as per normal-pressure standards.
