Some branches are acquired by the head office; such branches already have the necessary qualifications, but their level is lower than that of the head office, so their rank is lower； Some companies establish a new branch or office in another location, and in that case they simply do not have the necessary qualifications! Still use the head office’s qualifications to undertake projects!
