Yang Huaning rushed to the scene of the coal mine gas explosion that occurred on October 31 at the Jinshangou Coal Mine in Yongchuan District, Chongqing, to guide the rescue efforts. At 23:00 on October 31, Yang Huaning, Secretary of the Party Leadership Group and Director of the State Administration for Work Safety, led a working group to the accident site. There, he conveyed the important instructions given by leading officials from the Party and the State Council, inspected the progress of the rescue operations on site, and worked with local authorities to plan the next steps in the rescue efforts. At around 11:30 on October 31, a gas explosion occurred at the Jinshan Gou coal mine in Laisu Town, Yongchuan District, Chongqing, leaving 33 people trapped underground. Following intensive search and rescue efforts, 13 deceased miners were found at a depth of 93 meters underground. At present, North Alley is severely damaged; the gas concentration (3.12%) and carbon monoxide concentration (16,200 ppm) are well above safe levels, and rescue and mitigation efforts are in full swing. At 23:45 on October 31, Yang Huaning, together with the accident rescue command center, convened a meeting to conduct a focused analysis of the rescue efforts and to make arrangements for subsequent actions. First, a scientific rescue plan should be developed to make every effort to search for and rescue the miners trapped underground. After experts conduct assessments and evaluations, professional rescue teams should be deployed to carry out scientific rescue operations, in order to prevent secondary accidents from occurring. Second, conduct a thorough investigation into the accident to fully determine its causes, and hold those responsible accountable in accordance with the law. While carrying out rescue operations, it is necessary to pay attention to collecting, documenting, and preserving important traces and physical evidence at the scene. Third, hold press conferences at the appropriate time to proactively and accurately disclose information related to the accident, actively address public concerns, and properly handle the follow-up matters. Fourth, it is necessary to draw profound lessons from these accidents, apply them to similar situations, and carry out thorough inspections for safe production during winter. All small coal mines in the city, especially those that have resumed operations, should be thoroughly inspected. Strict safety supervision and enforcement measures must be implemented, and the public should be encouraged to report any violations. Illegal and unsafe production practices must be severely cracked down on, and all safety precautions must be fully implemented to prevent accidents.
