Pipeline corrosion issue

In refining units, do pipelines or equipment corrode more rapidly when in normal use with fluid flow, or do the areas without fluid flow, which are dead zones, corrode more rapidly (relatively speaking)?
Running water does not go stale, and a door hinge does not rust. Also used.
Normally, there are no issues when the equipment is operating properly; however, problems arise when production resumes after it has been stopped – there are leaks in various places
Mainly, there are many blind spots during the piping process of new installations.
If a blind spot is not needed, leave it untreated; keep proper records and post signs.
Corrosion in the blind area occurs relatively quickly, possibly due to trapped air.
Let the fluid flow; I personally think it should be faster
