Conducting various assessments such as environmental impact evaluations for every project built is indeed a waste of time and money, and it also imposes a significant financial burden on investors. It’s a good proposal; the key is whether the reform can proceed smoothly.
It may be difficult to say whether regional environmental impact assessment or project-specific environmental impact assessment is more effective in protecting the environment. In my personal opinion, each has its advantages and disadvantages. Project environmental assessments struggle to control regional emissions in terms of overall amounts, while regional environmental assessments can easily lead to inequality among enterprises. Regions with stricter requirements are those that require a project environmental impact assessment plus a regional environmental impact assessment. Perhaps, implementing a signature accountability system can resolve the issue of irresponsible approval of environmental impact assessments.
