Shenhua Ningmei Group invited organizations such as the Ministry of Environmental Protection, the Chinese Academy of Meteorological Sciences, and the Yellow River Basin Water Resources Protection Bureau to conduct internal reviews of the environmental impact assessment revisions for the 4 million tons per year coal indirect liquefaction project, as well as the environmental impact report for the comprehensive utilization of coal slime. At the meeting, the environmental assessment agency reported on the status of the environmental assessment report. The experts present reviewed the report and expressed their personal opinions on the review process. Following discussions by the expert group, an evaluation report was prepared, which offered valuable suggestions and opinions on the report. On May 20, 2015, the **Ministry of Environmental Protection accepted the environmental impact assessment report for the 4 billion Nm3/a coal-to-natural gas project developed by Inner Mongolia Beikong Jingtai Energy Development Co., Ltd. The total investment in this project is 28.25 billion yuan. Using local coal from Ordos as raw material, it adopts a gasification technology that combines pressurized gasification of pulverized coal with pressurized gasification of crushed coal, enabling an annual production of 4 billion cubic meters of natural gas, which is mainly supplied to cities in Beijing and its surrounding areas. The project received approval from the **National Development and Reform Commission in March 2013. In April 2015, the Yellow River Water Resources Commission under the Ministry of Water Resources approved the water resources assessment report for the project and its associated power island. Recently, the Ministry of Environmental Protection officially published on its official website a notice stating that the environmental impact assessments for two projects – the \"Yili Xintian 2 billion cubic meter coal-to-gas project\" and the \"Shanxi Lu’an coal-to-oil project\" – had been rejected. Adding Su New Energy, which was rejected, makes the situation truly astonishing! !

Environmentally impact assessments are supposed to be effective as a means of preliminary assessment, but in the context of people being opportunistic in China, such assessments have evolved into a tool for power-seeking, and they fail to have any real impact on environmental pollution at all! It is recommended to adopt a more direct approach, by making use of the current advanced environmental monitoring techniques and information transmission technologies, drawing on foreign models, and widely implementing online monitoring methods to make pollution data publicly available, while enforcing strict laws against polluting enterprises! It is recommended to abolish public powers such as environmental impact assessments and return power to the market and professionals!
