Selection of the medium outlet temperature for air coolers in process design

Recently, process design has been carried out; in the past, the design was based on the outlet temperature of air coolers from nearby projects, without considering the basis for determining that outlet temperature. According to available information, it should be 15°C higher than the ambient temperature, but some design documents do not indicate such a large difference. I would appreciate your advice
What I read is that when the outlet temperature of the cooling medium is within 15 degrees of the designed temperature, water cooling is more economical; it doesn’t mean that air cooling cannot be used.
So it’s better to set the outlet temperature to above ambient temperature +15°C?
It’s the recommended temperature difference; it’s still possible to do it if the actual difference is smaller, but it’s not economical
