Backfill sand inside the foundation of the heat transfer oil furnace

There is a heat transfer oil furnace on site; within the concrete foundation of the boiler, there is a space with a depth of about 1.2 meters and a diameter of around 2 meters. The design requires that sand be filled into this space in the boiler foundation, to a depth of approximately 1 meter, without any cement being applied on top of the sand. What is the purpose of this filled sand? Is it used to absorb heat transfer oil in case of a leak inside the boiler? Are there any relevant specifications? Thank you
