How are the mechanical properties of weld metal understood?

In clause 3.2.2 on the principles for selecting welding materials in NB/T47015-2011, it is stated that: \"The mechanical properties of the weld metal shall be higher than or equal to the limits specified for the base material.\" What does it mean to be higher than these limits?

The tensile strength can be higher than the upper limit, the impact temperature can be lower than the requirement for the base material, and the impact value can be higher than that of the base material. Basic performance should generally be understood in this way, but here it mainly refers to strength.
For carbon steel, low-alloy steel, etc., strength criteria apply; for high-alloy steel, similar chemical compositions are also required, and upper limits for tensile strength are specified for critical equipment.
