Enterprises, institutions, and other producers and operators that emit pollutants shall take measures to prevent and control environmental pollution and damage caused by waste gases, wastewater, waste residues, medical waste, dust, malodorous gases, radioactive substances, as well as noise, vibrations, light radiation, electromagnetic radiation, etc., generated in production, construction, or other activities. Enterprises and institutions that emit pollutants shall establish an environmental protection responsibility system to clarify the responsibilities of the unit’s responsible persons and relevant staff. Key polluting enterprises shall install and use monitoring equipment in accordance with **relevant regulations and monitoring standards, ensure the proper operation of such equipment, and retain the original monitoring records. It is strictly prohibited to discharge pollutants illegally by means of evading supervision, such as using hidden pipes, seepage wells, seepage pits, injection, altering or falsifying monitoring data, or operating pollution control facilities abnormally.
