As the title suggests, the diameters of these two pipe ends are usually 20 or 25; isn’t welding by socket joint commonly used for such cases?
This flange is rarely useful; in most cases, thread plugs are used instead.
WN is the abbreviation for a flat-weld flange with a neck, used to indicate the type of flange; WN-RF follows it, indicating the type of sealing surface. WN is used in places where the pressure requirements are not high; the use of socket-type connections is not absolute.
Heat exchangers are pressure vessels; for continuous external drainage, flange connections are definitely used, and the type of flange depends on the pressure rating of the equipment. In principle, waste discharge lines do not require plug seals; plug seals are only used for liquid discharge ports, not for waste discharge ports. Liquid discharge ports are normally not used (for intermittent waste discharge).
Most of these two pipe ends are 20 or 25; in such cases, WN is generally used.
You need to ask the drawing designer about this; they might have some specific considerations that explain why it differs from other pipe flanges.
The equipment specifies his professional requirements; the process piping can be designed according to one’s own professional needs.
So, the choice of WN is generally determined based on the hazards of the shell-side fluid, as well as temperature and pressure; there is no requirement to use a specific one.
