Selection of perforated reinforcement materials

Can an opening reinforcement material of a different type from that of the equipment be used? Are there any requirements regarding the strength difference between the two when making such a choice? Why does 10.2.5.3 in JB4732 stipulate that \"the strength of the reinforcing metal shall be no less than 80% of that of the vessel wall metal\"? Please give me your advice. Thank you
It’s hard to say; geometric discontinuities are not good. Similarly, this can be considered a material discontinuity, which is also undesirable. The protruding parts don’t count, while the lower areas need to be filled in, but if they’re too low, that’s not good either

Regarding this issue, what I want to say is that a huge difference in strength is not something we encounter, nor is it something that often occurs in design. But can it be said that such an approach is wrong? For example, the main material of the equipment is Q345R; for impact tests at 0 degrees, 10-inch steel pipes are used. Could some expert also look at this issue from a welding perspective?
