The whistleblower, Zhou Jiangang, reported that his company, Yunnan Fengqing Running Breeding Industry Co., Ltd., spent 2.3 million yuan on February 18, 2015, to acquire Jingjiang Huashun Pig Breeding Co., Ltd., located in Bawei Group, Houhe Village, Maqiao Town, Jingjiang City, Jiangsu Province. The farm was formerly the Jingjiang Houhe Petrochemical Factory, which was dissolved on September 24, 2013. 　　On March 5, 2015, Zhou Jiangang led the staff to officially move into the farm. On the tenth day after moving in, Zhou Jiangang developed severe skin lesions all over his body: skin hardening, ulcers, and itching. A hospital in Shanghai determined that the main cause of the skin lesions was irritation from chemical pollutants in the living environment, which led to a sharp decline in immunity and subsequent skin symptoms. 　　Zhou Jiangang discovered a deep pit on the southeast side of the farm; there was an oily substance in the pit, along with a strong, pungent odor. Zhou Jiangang reported that the vast majority of the surface area of the entire breeding facility was covered with concrete, with a thickness of 25–30 centimeters. Reinforcement bars were used to provide support within this concrete layer. About 20 centimeters below the concrete surface lay a mixture of waste materials and soil; between 20 centimeters and 2.5 meters deep was pure black sludge-like waste. From 2.5 meters to 2.8 meters deep was a layer of soil, and from 2.8 meters to 4.5 meters deep was again pure waste material. The total amount of waste buried there was estimated to be in the tens of thousands of tons. 　　Zhou Jiangang sent the obtained samples to the Analysis and Testing Center of the Institute of Applied Technology, Chinese Academy of Sciences in Zhejiang for testing. The test results showed that the sample contained 35 organic compounds along with the amount of each of them. 80% of these organic compounds are highly carcinogenic, and their concentrations were thousands of times higher than the established standards for carcinogenic substances in soil; in some cases, the concentrations were even tens of thousands of times higher. On July 10, Zhou Jiangang took the relevant documents to the Jingjiang Environmental Protection Bureau to file a formal complaint about this matter. On July 20, the Jingjiang Environmental Protection Bureau assigned its law enforcement team to conduct on-site investigations and sampling. The “Jingjiang City Environmental Inspection Team’s On-site Inspection Record” states: “A deep pit was found on the southeast side of the farm; the pit contained a semi-liquid oily substance with a pungent odor, which appears to be hazardous chemical waste.” ”The on-site inspection recommendations state: \"Protect the area where the deep pit is located to prevent unauthorized personnel from approaching and to avoid secondary pollution.\" ； The results of the on-site inspection will be reported to the higher authorities, and testing will be requested. ”On September 11, based on the test results, the agency determined that the case might involve criminal offenses, and it was referred to the public security authorities in accordance with **relevant regulations. To date, the Jingjiang Public Security Bureau has not released the results of its investigation and handling.
