Flow meter accuracy during tank transfer

I’m seeking advice from experts: When materials are transferred in and out of storage tanks, are the flow meters at the inlets and outlets accurate? Is the exact amount of transfer generally determined using a level gauge, that is, by estimating the transfer amount based on changes in liquid level? Thank you!
To be honest, I’m not quite sure what you mean, but a better flow meter should be able to meet the requirements.
The amount calculated based on liquid level, density, and tank coefficients is quite accurate, provided that the temperature difference before and after transfer remains small
Is it more accurate to measure it with a flow meter, or is the transfer volume calculated from liquid level and density more accurate?
In production, when we need to calculate precise values, we usually use density and liquid level; flow meters are only for reference and are not very accurate
