We are planning to build a new chemical plant, and this new plant will not deal with **chemicals at any stage, whether in terms of raw materials, intermediates, or finished products. Is it still necessary to conduct a safety assessment in such a case?

Safety assessment certification is not limited to the production, use, and storage of hazardous chemicals. Any time chemicals are produced, used, or stored, a safety assessment should be conducted. Such assessments are relatively easy to carry out and it is also easy to pass the evaluation.
It has to be done; safety assessments, environmental impact assessments, and the like are all essential.
The “three simultaneities” requirement for construction projects has **nothing to do with chemicals**.
The three simultaneities requirement still applies, but according to the latest guidelines, the report review is carried out by the project owner; once the review is approved, the report is kept for future reference by the enterprise, with the safety supervision agency no longer participating in this process
