DOT Certification and Testing Procedures The U.S. Department of Transportation (DOT) stipulates that any application submitted to DOT for compliance with the Federal Motor Vehicle Safety Standards (FMVSS) must be based on the manufacturer’s understanding of the testing procedures conducted by OVSC (Office of Vehicle Safety Compliance) and on production in accordance with DOT product safety regulations. 　　The process of submitting a FMVSS compliance application to the DOT involves the following steps: 1 The manufacturer designates a DOT application agent who holds permanent residency in the United States; this agent will be responsible for all communications with the DOT throughout the compliance application process. 　　2 Submit to DOT the agent appointment document, the agent’s approval document, and the application for FMVSS compliance. 　　3 Randomly select samples and send them to a DOT-approved contracted laboratory for testing. 　　4 The laboratory submits a specific product testing plan to DOT’s OVSC, and testing begins upon approval. 　　5 In the event of any issues during testing, the laboratory will submit a preliminary assessment report and a compliance investigation report to the manufacturer that requested the testing, along with recommendations for product improvements. 　　6 The manufacturer improves the product and resubmits a sample for further testing, until it finally passes the tests. 　　7 OVSC and DOT approved the manufacturer’s compliance application, allowing the product to enter the U.S. market legally. 　　8 OVSC will conduct random inspections of motor vehicles and their components each year, verifying the validity of the DOT certifications held by manufacturers, to ensure that the products meet the minimum performance and labeling requirements specified by FMVSS standards.
