Is the risk associated with using certificates on behalf of others increasing?

Given the current policies, it seems increasingly risky to hold certificates for nominal purposes. Is it still worth obtaining certificates that are not related to one’s current job?

A few days ago, when I went to register the project, I simply scanned my ID card and was able to see the several registration certificates under my name; they then asked for the original documents. Now, there are hardly any available hosting options left
