After air cooling, water cooling should follow; entering the reflux tank at the top of the stabilizer, aside from a small amount of non-condensable gas, it should be entirely in liquid form. It depends specifically on your process as well as the operating temperature and pressure.

We control the liquid level at the bottom of the stabilizer; there is a liquid level at the bottom where stable gasoline is present, but no such level exists above it
Why is the top of the tower in the gas phase? The pressure isn’t low, and the temperature isn’t very high either, right?
Gaseous when stabilizing the top tower, and liquid in the reflux tank. If it is a gas-liquid mixture, that should be abnormal; such operation will result in the release of non-condensable gases.
