**Reply from the Office of the National Health and Family Planning Commission regarding the interpretation of issues related to the \"departments that generate harmful factors\" in the \"Standards for Health Protection Distances in Cement Plants\", Document No. Guo Wei Fa Zhi Han [2014] 1140. China Environmental Protection Federation:
We have received your letter titled \"Request for an Interpretation of the Concept of ‘Departments That Generate Harmful Factors’\" (Document No. Zhong Huan Lian Han [2014] 122). After examination, the reply is as follows: 1. The \"Standard for Health Protection Distances for Cement Plants\" (GB18068-2000) mentioned in the letter has been replaced by \"Health Protection Distances for the Non-metallic Mineral Products Industry – Part 1: Cement Manufacturing\" (GB18068.1-2012); GB18068.1-2012 came into effect on August 1, 2012. 　　II. According to GB18068.1-2012, a \"department that generates harmful factors\" refers to production workshops or work sites that emit pollutants in an unorganized manner (including through chimneys with a height of less than 15 meters). 　　This is to respond accordingly. **General Office of the National Health and Family Planning Commission, December 3, 2014
