Plan for replacing the lower head of a packed tower

One of our towers has a severely corroded lower head, and we plan to replace it. Are there any economically viable solutions? The tower has a diameter of φ4600, a wall thickness of 20 mm, a height of 38 meters, and a weight of 135 tons

Yes, the tower is too heavy; what kind of crane could lift it? It would also need to be lowered, and the costs would definitely be high.
If the cost of replacing a new tower is high, it is recommended to cut the old tower into sections, lift them out, replace the lower head and some of the skirt sections, and then lift them back in section by section.
