Power supply issues in different plant sites

One of our group companies has two factories in one industrial park; since one of the factories was built earlier, it does not have a 35KV substation. The capacity of the transformers is insufficient at present; originally, it was planned to run a 10KV cable from another new factory site to the old factory site in order to address the power supply issues there. But when I went to the power company, I was told that it wouldn’t work! I’d like to ask the experts: is this situation due to policy regulations or some other reason? Thank you!
Did you not ask the power company for reasons? Or maybe they refuse to give the reason.
I definitely asked, and they said it falls under the responsibility of the operations department. The leader of the Operations Department showed up and directly said it wasn’t possible, so we couldn’t keep waiting either; therefore, we left ahead of time!
Let’s talk about ours. We have our own power plant, but the electricity it generates cannot be used directly; it must first be sold to the power supply company before we can purchase it for use.
Now, in order to reduce line losses, the power supply authority requires customers with high capacity demands to establish their own 35KV substations, thereby allowing the authority to save a significant amount of investment. Market economy + monopoly: users have no choice but to submit.
