The scope of professional design and construction work related to lightning protection includes the design and construction of projects aimed at protecting against direct lightning strikes, projects to protect against induced lightning (lightning electromagnetic pulses), as well as comprehensive lightning protection systems. 2. The meteorological authority under the State Council is responsible for managing the qualifications related to professional design and construction of lightning protection systems across the country. The meteorological authorities at all local levels are responsible for the management of professional design and construction qualifications related to lightning protection within their respective administrative regions. 3. The professional design and construction qualifications for lightning protection projects are subject to a grading system, with the qualification levels divided into Class C, Class B, and Class A. 4. Units with Class C qualifications may only engage in the design or construction of the following lightning protection projects: (1) Lightning protection projects for Category III buildings as specified in the Code for Design of Lightning Protection of Buildings, including projects for protecting buildings against direct lightning strikes, renovation projects, and new projects aimed at preventing direct lightning strikes ; (II) The lightning protection projects that can be carried out include: small computer networks, small program-controlled telephones, small automatic control systems, short-wave and ultra-short-wave communication stations, small television stations, satellite TV earth receiving stations, as well as various small-scale lightning protection projects such as shared antennas, closed-circuit television, cable television, and household appliances. 5. Units with Class B qualifications may engage in the design or construction of the following lightning protection projects: (1) Lightning protection projects for Category II and Category III buildings as specified in the Code for Design of Lightning Protection of Buildings, including projects for protecting buildings against direct lightning strikes, renovation projects, and new projects aimed at preventing direct lightning strikes ; (II) In addition to projects for Class C lightning protection, other types of projects that can be undertaken include: wireless paging stations, mobile communication relay stations, medium-sized television stations, ordinary radar stations, microwave stations, navigation stations, closed-circuit television monitoring systems, medium-sized automatic control systems, medium-sized programmable telephones, and medium-sized computer networks – all of which fall under the category of medium-sized lightning protection projects. 6. Units with Class A qualifications may engage in the design or construction of the following lightning protection projects: (1) Lightning protection projects for Buildings of Category 1, Category 2, and Category as specified in the Code for Design of Lightning Protection of Buildings, including projects for protecting buildings against direct lightning strikes, renovation projects, and new projects aimed at preventing direct lightning strikes ; (II) In addition to projects for Class B lightning protection, the company is also capable of undertaking projects such as large-scale mobile communication base stations, large television stations, large-scale program-controlled telephones, large computer networks and large automatic control systems, airports, large stations and docks, smart buildings along with their integrated cabling systems, as well as flammable and explosive facilities such as oil depots, gas depots, ** depots, and chemical warehouses. It also handles large-scale lightning protection projects for national defense facilities. 7. Entities applying for qualifications in professional design and construction of lightning protection systems must meet the following basic requirements: (1) An enterprise legal person that is capable of undertaking professional design and construction work related to lightning protection, and that complies with laws and regulations as well as has a good reputation in society ; (II) Professional and technical personnel must obtain the corresponding qualification certificates issued by the meteorological authorities of the province, autonomous region, or municipality directly under the Central Government where they are located, after passing the relevant assessments ; (III) Units with Grade C, Grade B, and Grade A qualifications must have at least 1, 2, and 3 personnel with senior technical titles respectively, and at least 3, 4, and 5 personnel with intermediate technical titles respectively; all of them must also have a certain number of support technicians ; (IV) The registered capital of enterprises with Grade C, Grade B, and Grade A qualifications shall be no less than 300,000 yuan, 500,000 yuan, and 1,000,000 yuan respectively ; (5) Units with Class C, Class B, and Class A qualifications must have been engaged in lightning protection engineering design or construction for the past three years, and have completed projects worth no less than 1.5 million yuan, 3 million yuan, and 6 million yuan respectively ; (VI) Units with Class C, Class B, and Class A qualifications must have undertaken at least one project each for engineering design or construction worth over 200,000 yuan, over 500,000 yuan, and over 1 million yuan respectively; such projects must have passed the acceptance process, been put into use, be operating properly, and satisfy the users ; (7) A comprehensive quality assurance system and sound rules and regulations have been established, and they can be effectively implemented ; (8) Possess a fixed office location as well as the appropriate design and construction equipment ; (IX) Possess professional design or construction specifications for lightning protection, standardized documentation, and facilities for storing archives. 8. Entities applying for Class C or Class B qualifications shall submit a formal application to the meteorological authorities of the respective district, city, state, or league. Entities applying for Class A qualifications shall submit a formal application to the meteorological authority of the province, autonomous region, or municipality directly under the Central Government in which they are located. In the absence of a meteorological authority at the local, municipal, provincial, or regional level, an application can be submitted directly to the meteorological authority of the province, autonomous region, or municipality where the organization is located. 9. Entities applying for qualifications in professional design and construction of lightning protection systems must submit the following written materials: (1) A formal application report, as well as basic information about the entity ; (II) Application Form for Qualification in Professional Design of Lightning Protection Works or Application Form for Qualification in Professional Construction of Lightning Protection Works ; (III) Copies of the Business License for Corporate Legal Persons, Tax Registration Certificate, and Legal Person Organization Code Certificate ; (IV) A brief list of professional and technical personnel; for externally hired personnel, it should be indicated whether they work full-time or part-time as well as their previous employer. Those with senior or intermediate technical titles must provide copies of their technical title certificates and qualification documents ; (V) List of major lightning protection engineering design and construction projects actually completed in the past three years ; (VI) At least three certificates of use from lightning protection engineering construction units (users) with a scale commensurate with the applied qualification level must be provided ; (7) The quality management manual of enterprises specializing in lightning protection engineering design and construction, which mainly includes organizational structure, quality assurance system, technical equipment, management systems, and detailed rules for engineering design or construction ; (8) Lightning protection project quality management manual, which mainly includes the basic aspects of project quality management, quality management standards for projects, and methods for evaluating project quality management, etc ; (IX) At least two complete sets of technical documents for existing lightning protection projects with a scale similar to that required for the applied qualification level, including survey reports, design plans, contracts, design and construction drawings, construction records, budgets, final accounts, acceptance reports, and user feedback. 10. Units that are directly engaged in product production and distribution shall not apply for professional design qualifications in lightning protection. 11.
