Flange heat treatment

The drawing specifies that the 16Mn flanges should be in a normalized state. However, the supplier provides flanges in an N+T condition; the certificate of conformity and the heat treatment report also indicate an N+T status. Is this not in compliance with the drawing requirements?
It fully meets the requirements. N+T refers to normalizing followed by tempering; normalization is definitely carried out first, and then tempering is done. This does not undermine the normalized state achieved through heat treatment, and it is even better than performing only normalization.
