The personnel responsible for filling liquid products in air separation plants now hold a certification for filling mobile pressure vessels of category R2. However, based on the requirements put forward by experts during on-site inspections, these personnel are also required to obtain a certification for operating fixed pressure vessels of category R1. What is everyone’s understanding of this regulation? In addition, the operators of air separation units all hold a Class R1 license for operating fixed-pressure vessels.
I don’t have this filling setting here, so I’m not sure. But since an expert has brought it up, what can we do if we don’t make the necessary adjustments?

Operators need to hold a certificate for operating fixed-pressure vessels; if there is a filling system, the filling personnel also require a certificate for filling mobile-pressure vessels. Yes, the filling personnel need to obtain a certificate for operating mobile pressure vessels. Fixed pressure vessels are not involved.
Our operators here also need to have a refrigeration certificate.
One should first obtain the certificate for operating fixed pressure vessels, and then the certificate for operating mobile pressure vessels. Different regions may have different requirements regarding the certification for operating mobile pressure vessels; however, a certification is mandatory for fixed pressure vessels. I think two years ago, Zhejiang required certification for operating mobile pressure vessels, but Jiangsu didn’t seem to be as strict regarding this requirement.
