Lack of formal procedures for tank terminal operations. Does “terminal” mean a port? International Liquid Terminals Association
It probably refers to the transfer tank area.
Some oil and gas facilities, such as LNG receiving stations, have numerous storage tanks that are gathered in a Tank Farm. Each tank area is connected to designated inlet and outlet pipelines, and the connection of these pipelines within a tank area constitutes a Tank Terminal
Terminals are not necessarily located by the water, so calling them simply docks might be a bit too specific. It’s still called a terminal, or it might be called something like a station, depending on the situation.
