Why does a gas water heater produce white smoke when it burns incompletely?

An experiment needs to be conducted using a gas water heater, specifically a condensing type gas water heater. Under normal conditions, complete combustion occurs. If a vortex flow meter is installed afterward, the resistance increases, which leads to incomplete combustion. However, when combustion is complete, there is no color or odor; whereas when combustion is incomplete, white smoke is produced. Why is this? The measured gas consumption was similar for complete combustion and incomplete combustion. There’s another issue that I can’t figure out: when combustion is incomplete, the amount of condensation produced is actually greater than that in the case of complete combustion – it’s almost two to three times more. Why?
During incomplete combustion: 1. As the smoke volume decreased, the concentration of water vapor increased (note: it is the concentration that rises, while the total amount of water vapor remains more or less unchanged), so the white smoke (water vapor) became more noticeable ； 2. The low temperature of the flue gas also causes the water vapor to appear more \"white\"” ； 3. Because the flue gas temperature is low, water vapor condenses more easily, resulting in an increase in condensate water. ......
