Preventing perforation jets is of course one of the reasons for establishing this provision, but more importantly, it is to avoid loopholes in the standards. Before this rule existed, some owners would build the storage tanks very tall but with a very small diameter. So, I think the standard specifies half of the tank’s height, not half of its actual height; therefore, there is no need to add an additional base height.
