Personally, I believe that to handle VOCs selectively, plasma and catalysts need to be used together; energy consumption and ease of use are the key issues limiting their further development.
You might as well just ask whether high-voltage electrostatic devices for removing cooking fumes can handle VOCs. To be honest, they’re not good enough; even with ultraviolet photolysis, they can only handle compounds with concentrations below 300.
