According to the NDRC’s website, efforts to promote the transformation and upgrading of rural biogas will continue in 2016. The National Development and Reform Commission will work with relevant departments to explore innovative ways of funding. In addition to investment subsidies, various methods such as loan interest subsidies, establishment of industrial investment funds, franchising, equity partnerships, and the purchase of services will be considered in order to encourage private capital to actively engage in the construction and operation of large-scale rural biogas projects. This will help to improve the cooperation mechanism between the government and private capital, thereby enhancing the impact of government investments. The National Development and Reform Commission also stated that in the future it will formulate a development plan for rural biogas projects during the 13th Five-Year Plan period, outlining the overall approach, objectives, construction principles, regional distribution, key tasks, and safeguard measures for the transformation and upgrading of rural biogas systems. It is reported that the 13th Five-Year Plan period represents a crucial time for China to adjust its energy consumption structure and achieve the goal of non-fossil energy accounting for 15% of total energy consumption by 2020; it is also a strategic opportunity period for the development of biomass energy. Our country possesses abundant agricultural biomass resources, with an amount that can be converted into energy amounting to approximately 350 million tons of standard coal, indicating huge potential for development. In the future, **biogas projects will continue to be regarded as a strategic focus for the development of biomass energy. Support policies will be further improved, sources of raw materials and areas of application will be expanded, and more efforts will be made to build such projects, thereby providing high-quality, clean, and reliable energy to improve farmers’ living standards and foster rural economic development.
