As the title suggests, in a typical refinery (including those that produce ethylene), which units generate hydrogen? How is this hydrogen handled?

The hydrogen tail gas generated by the hydrogenation unit is emitted by the unit itself, rather than being a by-product of the processing. But it can be recycled after desulfurization and ammonia removal.
PSA separates hydrogen and methane, with a recovery rate of typically 85%-90%; the remaining 10%-15% of hydrogen and methane is used together as fuel for heaters and boilers.

With such a low hydrogen content, isn’t it pointless to use it for fuel or for hydrogen recovery from exhaust gases?
