What does this “flexible connection short tube” mean? Can I use a \"stainless steel explosion-proof flexible connection pipe\"?
Yes, it’s what is commonly known as a soft connection.

Please refer to the standards: SHT 3007-2014 Code for Design of Tank Areas in Petrochemical Storage and Transportation Systems, 5.3.10 – The main inlet and outlet pipes of storage tanks shall use flexible or elastic connections, and must meet the requirements regarding foundation settlement and seismic resistance. In addition, GB 50074-2014 Code for Design of Oil Depots, 9.1.10 also has relevant requirements.
