Safety distance between Class A and Class B factories

There is an outdoor equipment area on the side of a Class A factory building that is adjacent to a Class B factory building. When calculating the safety distance between the two factory buildings, should it be measured from the outside of the factory buildings themselves or from the outside of the outdoor equipment?
The equipment area outside the factory building is treated as part of the combined unit; it’s considered to be located outside the equipment
Equipment is marked by its outer edge, while factory buildings are marked by their axis.
According to Appendix A of the petrochemical regulations, it refers to the outermost edge of the equipment
Starting from the outermost part of the outdoor equipment
According to building codes, for Class A and B facilities, the measurement starts from the outer wall of the equipment; for others, it should be based on the factory building itself
