In previous years, the Safety Production Week lasted only 5 days, excluding weekends, which made it difficult to organize significant promotional activities across the country that could have a substantial impact. It was also hard to ensure that the Party’s and **basic requirements regarding safety production were properly communicated and effectively disseminated, so as to achieve the desired results. Therefore, in 2002, after careful consideration by various departments, the duration of this event was changed from a week to a month. The first Safety Production Week in 1991 focused on the idea that safety equals efficiency and on raising workers’ awareness of safety. The second Safety Production Week in 1992 aimed to create a favorable safety environment for large and medium-sized state-owned enterprises as well as to enhance safety awareness throughout society. The theme of the third Safety Production Week in 1993 was “Abide by rules and regulations, eliminate three types of violations,” with the goal of controlling accidents.
