It was learned from the recent provincial meeting on coordinating urban heating services that by the end of this year, all counties in the province will have access to centralized heating or heating powered by clean energy. At present, there are still more than 10 counties (cities, districts) in the province that do not have centralized heating. In some counties (cities, districts) where centralized heating is available, the standards are low and the coverage rate is low. For counties (cities, districts) that have not implemented centralized heating or heating powered by clean energy, the Provincial Department of Housing and Urban-Rural Development will conduct inspections on a monthly basis and make arrangements on a quarterly basis. For those counties (cities, districts) where progress in the implementation of centralized heating or clean-energy heating is slow, supervision letters will be sent out and talks will be held with their top leaders. This year, various regions in our province will continue to make active efforts to plan the construction of heat source projects; those with the necessary conditions can jointly or independently build cogeneration projects in order to address the issue of insufficient heating capacity. The meeting stated that the heat generation and heat distribution projects included in this year’s construction plan must be completed entirely by the end of October and ready for operation. In terms of the renovation of old pipeline networks, various regions should establish a regular mechanism for identifying and addressing potential risks associated with such networks. Pipelines that pose safety hazards should be included in the renovation plans, regardless of whether they have reached 15 years of age or not. All regions should continue to follow the principle of \"treating winter diseases in summer,\" assign professionals to inspect all heat sources and heating network equipment, and ensure that the maintenance rate and integrity rate of heating facilities reach 100% before the start of the heating season. At the same time, heating metering and charging should be regarded as an important aspect of air pollution control; the \"two prohibitions\" must be strictly enforced. New buildings must be equipped with metering devices from the outset, so that metering-based charging can be implemented immediately – otherwise, they shall not be approved for completion registration, nor shall they be sold or put into use. Advantages of central heating 1. Good economic and environmental benefits Central heating has many advantages in northern regions, offering good economic and environmental benefits. Firstly, replacing decentralized heating with centralized heating can save around 30 percent of energy. Additionally, centralized heating systems have larger boiler capacities and are equipped with advanced dust removal equipment; the use of efficient dust collectors results in a high dust removal rate, which helps to reduce urban pollution effectively. 2. Continuous, safe, and hassle-free heating Central heating technology is relatively mature and safe; it enables 24/7 heating, provides uniform heat distribution, is easy to use, and is relatively inexpensive. The role of plate heat exchangers in central heating Since the early 1980s, the central heating industry both domestically and internationally has gradually adopted plate heat exchangers, which are compact, require less space, are lightweight, have lower investment costs, are easy to install and disassemble, and offer high heat exchange efficiency. These exchangers have replaced the bulky shell-and-tube heat exchangers, and their role in heat network exchange stations has received increasing attention from those working in the heating sector, leading to their gradual adoption.
