When is the tank anchoring assembly welded to the tank wall?

Both the specifications and drawings require that the tank anchoring components be welded to the tank wall while the tank is filled with water and before pressure is applied to the water surface. However, I am concerned that the weld may be quenched during welding, leading to deformation and cracks in the weld and the heat-affected zone. I was wondering if this concern is unfounded.
The material used for storage tanks is usually low-carbon steel or low-alloy steel; even when the tank is filled with water during welding, this does not cause hardening of the material. However, if high-strength steel is welded under such conditions, problems will definitely arise.
I was not aware of this rule; I don’t know which regulation it is. Could the original poster let me know?

For Q345, practice has shown that there are no issues, as the welding process involves the accumulation of individual droplets; the temperature of the entire weld does not rise that high, which also helps to control welding deformation.
