Is a fire control room needed?

Dear experts, our company is a first-class refined oil storage facility equipped with a combustible gas detection system. The offices are fitted with smoke fire alarm systems and automatic sprinkler systems. I’m wondering whether it’s necessary to set up a fire control room; please indicate which regulations address this matter.
All of these systems can be operated with someone on duty in the control room.
