He emphasized that the painful lessons from past incidents remind us that public safety is by no means a trivial matter; it is necessary to adhere to safe development, thoroughly implement responsibility systems for work safety, plug all kinds of safety gaps, and resolutely curb the frequent occurrence of serious accidents in order to protect the lives and property of the people. The safety production responsibility system is the talisman and safeguard for safe production. However, in my work I have found that a considerable number of people cannot accurately understand what a \"responsibility system\" is; some even think that a \"responsibility system\" is simply a \"responsibility document\". For those who shout that \"safety responsibility lies in its implementation\" yet do not understand the specifics of such a responsibility system, we must not take them lightly or slacken our oversight; instead, we should consider them as key targets for management and ensure they receive proper education on this matter. The safety production responsibility system is a system established in accordance with China’s safety production policy of \"safety first, prevention first, and comprehensive management\" as well as relevant safety production regulations. It assigns responsibilities at various levels to leaders, functional departments, engineering and technical personnel, and operators, so that everyone is accountable for ensuring safety during the labor production process. It is an integral part of the corporate post responsibility system; it represents the most fundamental safety system in a company, and it is also at the core of the company’s systems for safe production and labor protection. What sets it apart from other management systems is that the responsibility system places emphasis on the concept of “responsibility”. Practice has shown that in enterprises where a sound safety production responsibility system has been established, and where leaders at all levels attach importance to safety production and labor protection, and earnestly implement the Party’s guidelines, policies on safety production and labor protection as well as relevant laws and regulations in this area, workplace accidents and occupational diseases decrease as measures are taken to improve working conditions while organizing production in a responsible manner. Conversely, this leads to unclear responsibilities and shifting of blame among parties, resulting in no one being accountable for work safety and occupational health measures, which prevents such efforts from being carried out; as a result, work-related accidents and occupational diseases keep occurring. Ensuring the implementation of the safety production responsibility system is the key to preventing safety accidents. To ensure the implementation of the safety production responsibility system, it is necessary to have a sound responsibility system in place. Due to the different actual conditions of each unit, the requirements regarding responsibility systems also vary. This requires us to ensure proper design of the responsibility system from the outset, by **classifying and detailing in practice the new laws, regulations, policy measures, industry requirements, etc., that relate to safe production. Only a clear system of responsibilities can ensure clear safety management. To ensure the effective implementation of the safety production responsibility system, efforts must be made in this regard. No matter how good a system is, it’s worthless if not put into practice. This requires us to implement the responsibility system through various channels and mediums. Through education and awareness campaigns, it is necessary to raise everyone’s understanding and knowledge of the responsibility system. Only when everyone is aware of it can it be implemented by everyone, and only then can prevention be ensured and safety guaranteed for all. It is necessary to embed this training in people’s behavioral habits, fostering a shift from \"I need safety\" to \"I want safety\", and ultimately achieving \"I can ensure my own safety\". The safety production responsibility system focuses on ‘governance’; it is a powerful tool for addressing complacency regarding safety, irregular safety practices, and the intrusion of accident-causing factors. Only by fully leveraging the role of the responsibility system can its value be realized, potential safety hazards be avoided, and sustainable and healthy development in safety production be ensured.
