Regarding the lower limit of operating temperature for container panels

Each plate has a lower operating temperature limit; this temperature refers to the limit that must not be exceeded when under pressure. But can it be used at temperatures above this limit when not under pressure?
There is a term called low-temperature and low-stress operating conditions; what the poster is talking about is an even more extreme condition than that… with no pressure at all…
