Since switching to its winter operation mode on November 15, the Olefins Plant of Yangzi Petrochemical has stepped up inspections of the winter protection facilities in various units, assigned responsibilities for any issues identified, and rushed to make corrections in order to ensure that problems are detected and resolved as early as possible, thus enabling the plant to cope effectively with the extreme cold weather. The plant carefully inspected to ensure that the steam tracing pipes, traps, as well as various pipelines and valves were properly insulated, and that the steam tracing system was functioning correctly ； Water valves, pipelines, level gauges, top vent valves of various types of atmospheric storage tanks and reservoirs; cooling water valves for backup pumps; and whether the cooling water system is unobstructed ； Are the anti-freezing measures for fire protection system equipment and apparatus adequate and in place? The operators strictly follow the winter production instructions, closely monitor the instruments and control panels, and carefully adjust the process parameters in accordance with the requirements set by the winter production process standards ； In accordance with the winter inspection routes, frequencies, and requirements for rotating standby mechanical equipment, thorough inspections are carried out on on-site equipment, process pipelines, and instrument anti-freezing and insulation facilities; meanwhile, proper records are kept regarding the rotation of standby mechanical equipment as well as anti-freezing and insulation measures ； Closely monitor the operating conditions of equipment and pipelines prone to freezing blockages, and address any issues that arise promptly. This year, the olefin plants have focused on strengthening measures for frost prevention and insulation in the face of extreme weather conditions. Emphasis has been placed on formulating and implementing emergency plans and measures to deal with extremely cold weather, thereby making the frost prevention and insulation strategies more targeted and practical. At the same time, responsibilities for these tasks have been assigned to the teams, positions, and individuals working on the production front lines, with clear guidelines regarding the inspection routes and contents that employees must carry out ； The content and format of freeze-proofing and insulation records have been standardized, inspection logs have been established, and responsibilities have been assigned to specific individuals ； Content related to anti-freezing and heat preservation has been added to the “special care” activities for large-scale units. After the anti-freezing and insulation facilities were put into use, the olefin plant intensified its supervision efforts. Plant management led teams to various workshop areas, units, and work teams to carry out targeted inspections for winter prevention purposes, focusing on the anti-freezing and insulation plans as well as the related records. They checked whether the records kept for anti-freezing and insulation measures were up-to-date, accurate, and complete ； Check whether the responsibilities, responsible persons, and areas of responsibility for anti-freezing and insulation work in the workshop are clearly defined ； Inspect the implementation of relevant measures in areas of the equipment that are prone to freezing blockages, key critical sections, and weak points in winter protection, and conduct on-site checks to determine whether the anti-freezing and insulation measures in the workshop have been carried out thoroughly and effectively.
