What permits are required for the dispensing of liquid nitrogen?

The company uses a large amount of nitrogen; it previously used bottled gas, which was costly, but now it has switched to liquid nitrogen stored in Dewar tanks. Transferring from the liquid nitrogen storage tank to Dewar tanks for internal use only in the company’s various workshops – what permits are required? Do the personnel responsible for repackaging need to hold a filling certificate? ? Is just a pressure vessel operation certificate sufficient? Thank you
Low-temperature operation – I haven’t heard of any certifications related to this
If you already have a liquid nitrogen storage tank, there is no need to transfer it into Dewar tanks; after vaporization, the nitrogen can be supplied directly to the user’s workshop via pipelines. If there is no liquid nitrogen storage tank, then just buy a liquid nitrogen Dewar container, and there’s no need to fill it yourself, right?
No license is required. It is not necessary for repackaging that is not sold to the public; there are specific regulations regarding this (I can’t remember which regulation it is, but I saw it during my safety certification exams).
