Follow-up on the Tianjin Port accident: 694 hazardous chemicals enterprises shut down or relocated

1.jpg Following the \"8·12\" explosion incident at Tianjin Port last year, Tianjin introduced a classification management system using red, yellow, and blue tables for enterprises dealing with hazardous chemicals; those listed under the blue table do not need to suspend operations； Enterprises included in the yellow list shall receive a yellow card warning and be ordered to suspend production for rectification ； Enterprises listed in the red table must resolutely be shut down, suspended, transformed, or relocated. To date, 2,570 enterprises listed on the \"Red, Yellow, Blue\" list have completed the necessary rectifications, achieving a rectification rate of 99.5%. A total of 694 enterprises have been shut down or relocated, thereby essentially achieving the goal of ensuring that all hazardous chemicals-related enterprises in the city have their potential risks fully identified, responsibilities clearly defined, their operations optimized, and their risks under control. Song Guo, deputy director of the Tianjin Work Safety Supervision and Administration Bureau, explained that following the ’8·12’ explosion accident, a total of 3,038 hazardous chemicals enterprises were inspected across the city. 2,583 of these enterprises had various safety hazards and problems, and they were listed on a ‘red, yellow, blue’ scale; among them, 414 enterprises were on the ‘red list’. For each of these enterprises, specific measures such as closure, shutdown, change in business operations, or relocation were taken ； “There are 332 enterprises classified as \"yellow-list\" enterprises; they must suspend production immediately for rectification, and only after passing the inspection can they resume operations ； “There are 1,837 enterprises on the “blue list”; they are given a deadline to make corrections, and those that fail to meet the standards by that date are moved to the “yellow list” and must suspend operations for rectification. On the other hand, the “five-signature” system for rectification and governance was implemented, governance plans were defined, responsibilities were assigned to specific individuals, and a closed-loop management system was established, ensuring that \"each enterprise has its own record, and each issue is assigned to a specific person.\" In addition, Tianjin has invested 180 million yuan to establish a three-level, four-layer safety production prevention and control network across the city, utilizing the Internet and government networks. Initially, 1,466 hazardous chemical enterprises and 123 enterprises with major hazard sources were connected to this network, enabling a comprehensive overview of the situation. 24/7 video monitoring is in place for key hazardous chemical enterprises as well as certain other hazard sites, and some of these key enterprises are required to submit daily reports as specified.
The occurrence and resolution of accidents are part of a natural law.
In my opinion, the approach of \"shut down, transfer, and halt\" is a barbaric way of enforcing laws; it’s merely a temporary solution that doesn’t address the root of the problem. We have so many laws and regulations in place – we can’t allow them to remain mere formalities. This requires that our authorities ensure strict compliance with the law from the stage of project approval to its implementation, as well as ongoing supervision. In this way, accidents won’t occur, and there will be no need to discover later that many companies are still violating the rules； If this mindset does not change, I believe such a management approach will become obsolete by tomorrow.
In my opinion, “shut down, transfer, stop” is a brutal way of enforcing rules; I agree with this – that’s how rule-by-man works: when one person gets sick, everyone has to take medicine
