By 2020, China’s industrial infrastructure capabilities will have improved significantly, with an industrial foundation system that is in line with industrial development and features a high technological baseline having been initially established. These are the goals set out in the \"Guidelines for the Implementation of the Industrial Foundation Strengthening Project (2016–2020)\) recently released by the Ministry of Industry and Information Technology. It specifically mentions that by 2020, China should be able to ensure self-sufficiency in 40% of its core basic components and parts, as well as key basic materials; the adoption rate of advanced basic manufacturing processes should reach 50%, thereby establishing a preliminary industrial technology foundation system. The industrial foundation mainly includes core basic components and parts, key basic materials, advanced basic manufacturing processes, and industrial technology foundations (collectively referred to as the “four basics”). These elements directly determine the performance and quality of products; they represent the fundamental aspects of an industry’s overall quality and core competitiveness. They also serve as an important basis and supporting factor for building a strong manufacturing nation. The guidelines state that through years of development, China’s industrial strength as a whole has reached a new level; it has become a major industrial country with significant influence, and has established an industrial infrastructure system with a fairly complete range of sectors capable of meeting the general needs of finished products and systems. However, core basic components and key basic materials are heavily dependent on imports, and the quality and reliability of products fail to meet the required standards ; The application level of advanced basic processes is low, and there is a lack of common technologies ; The industrial technology infrastructure is incomplete, with weak capabilities in testing and validation, metrology and inspection, and information services. The weak industrial foundation capabilities seriously affect the performance, quality, and brand reputation of main machines, complete sets of equipment, and finished products; they hinder the innovative development and transformation and upgrading of China’s industry, and have become a bottleneck in the effort to build a strong manufacturing nation. By 2020, 40% of China’s key basic components will be produced domestically. It can be said that over the next 5 to 10 years, it is imperative to enhance industrial infrastructure capabilities and strengthen the foundations for industrial development. The Ministry of Industry and Information Technology states that strengthening the industrial foundation is a core task of \"Made in China 2025\" and determines the success or failure of the strategy to build a manufacturing powerhouse. The guidelines specify that efforts will be focused on making breakthroughs in the ten key areas outlined under \"Made in China 2025\" as well as addressing the major needs related to the transformation and upgrading of traditional industries. Adhering to a problem-oriented approach, focusing on key breakthroughs, integrating production with demand, and promoting collaborative innovation, the strategy will take enterprises as the main actors and application needs as the driving force. It aims to advance development in key areas, carry out demonstration projects for key products, improve the industrial technology infrastructure, foster a number of specialized and innovative \"little giant\" enterprises, and promote the integrated development of military and civilian applications in these areas. By establishing a market-based mechanism for advancing such development, a solid foundation will be laid for building a strong manufacturing nation. For example, in order to drive breakthrough development in key areas, a set of comprehensive action plans are implemented focusing on the \"four foundations\" in ten key sectors, including the next-generation information technology industry, high-end CNC machine tools and robots, aerospace equipment, offshore engineering and high-tech ships, rail transit equipment, energy-saving and new energy vehicles, power equipment, agricultural equipment, new materials, biomedicine, and high-performance medical devices. Approximately 170 iconic core basic components, key basic materials, and advanced basic manufacturing processes have been selected to facilitate breakthroughs in terms of engineering development and industrialization. According to the plan, through 5 to 10 years of effort, some core basic components and parts, as well as key basic materials, will reach international leadership levels; the industrial technology infrastructure will be fairly comprehensive. The development of these \"four basics\" will meet the needs of complete machines and systems, resulting in an industrial structure in which the development of complete machines and the provision of basic support proceed in coordination, thereby laying a solid foundation for building a strong manufacturing nation. By 2020, significant breakthroughs and improvements will be achieved in industrial infrastructure capabilities, sufficient to meet the needs of high-end equipment manufacturing and **major projects. The specific goal is: ——a significant improvement in quality levels. The reliability, consistency, and stability of basic components and materials have improved significantly, resulting in a marked increase in the overall service life of products. ——Breakthroughs have been achieved in key areas. Make breakthroughs in engineering and industrialization for around 80 iconic core basic components and parts, about 70 iconic key basic materials, and roughly 20 iconic advanced basic manufacturing processes. The issues related to the “four foundations” in the fields of advanced rail transit equipment, information and communication equipment, high-end CNC machine tools and robots, as well as power equipment, were addressed first. ——The supporting capacity has been significantly enhanced. Build around 40 high-standard service platforms for testing and inspection, and around 20 service platforms for information services, to support the innovative development of key industries. ——Optimization and upgrading of the industrial structure. Cultivate around 100 \"little giant\" enterprises with annual sales revenue exceeding 1 billion yuan and international competitiveness, and establish around 10 industrial clusters in key sectors that are also competitive on the international stage and have annual sales revenue of over 30 billion yuan.
