Dear experienced sea industry professionals, Document No. 45 stipulates that hazardous chemical processes subject to strict supervision must be under the oversight of provincial-level authorities. But do hazardous chemicals that require such strict supervision necessarily have to be at the provincial level?
Let me answer it myself. I’ve figured it out now: it’s usually at the municipal level, and authorization cannot be given to the county level
